Baseball question

[southern vol]

Plate umpire last night in my middle school game called a hit "fair" when the ball hit the ground then bounced up and first baseman caught the ball in the air out of bounds. Ball did not touch ground out of bounds and he caught ball before it got to first base. Is this a fair or foul ball?
