When I was in high school in Texas, games were not cancelled for any weather reason. A big rivalry at that time with top ranked schools was Corpus Christi Ray and CC Carroll. A hurricane was hitting the area but they still played. One of the teams had to punt from their end of the field and the kicker was in the end zone. He kicked it high into the wind and at about 20 yards down the field the wind started pushing it back right to the kicker. He saw what was happening and called for a fair catch. Just before he caught the ball a kid busted him and I think the other team recovered the ball. In any case flags were thrown by every one who had one.
There was a big confab among the refs who had no idea how to rule. So, they ruled that the kicking team had "backfield in motion" a term then, and that the defensive team was offsides so do it all over. That was in the late 50's.
