Can someone that is an official explain the rule on TD's like the Dobbs play? If there was not enough evidence to overturn, why was it spotted on the one? He obviously did not step out of bounds (or hit the ground out of bounds in this instance) until past the goal line. If the ball didn't break the plane, how do you know where to spot it?
